The seminars were arranged locally by the Turkish Blind Sports Federation (GESFED) and organised by the International Blind Sports Federation (IBSA) as part of the IBSA Futsal Development Project Europe, made possible thanks to support from UEFA. On the first day, participants were given a thorough grounding in coaching blind players and refereeing matches by a renowned international coach and an IBSA-accredited referee. On the second day the Turkish national B1 (totally blind) futsal team took part in the practical sessions under the supervision of the IBSA coach, while the referees were given the opportunity to officiate a practise match. A delegation from Moldova scheduled to take part in the seminars was grounded at Chisinau airport due to fog and was unable to participate.
