Motion: The British Paralympic Association seeks the endorsement of the EPC to the following resolution to be put to the IPC General Assembly:
The British Paralympic Association supports the inclusion of athletes with a learning disability at the Paralympic Games with full medal status at the earliest opportunity, under a robust classification system tested at Regional and World level.
The British Paralympic Association proposes that a discussion should take place now regarding the new classification system for athletes with a learning disability and it’s application at the Athens 2004 Paralympic Games.
Rationale:
Clarification is required regarding the adoption by the IPC of a classification
system that has not been tested at Regional level.
Motion: Use of Development Money to Support Classification

Motion No: 2
Motion: The British Paralympic Association seeks the endorsement of the EPC to the following resolution to be put to the IPC General Assembly:
The British Paralympic Association proposes that the IPC should make development money available to support countries where there are insufficient personnel and expertise to manage proper and robust classification of athletes with disabilities, (in particular learning disability) so preventing them from adopting more stringent classification systems as approved by IPC.
Rationale:
Since many countries do not have the personnel or expertise for a robust classification
process a less stringent classification system is being used at many events
below Paralympic level. The integrity of such events and ultimately of the
Paralympic Games is compromised with a negative effect on how disability sport
is perceived and understood.
Motion: Demonstration and Exhibition Events at Paralympic
Games

Motion No: 3
Motion: The British Paralympic Association seeks the endorsement of the EPC to the following resolution to be put to the IPC General Assembly:
The British Paralympic Association proposes that the Paralympic Games should no longer be used as a vehicle for demonstration or exhibition events unless athletes are additional to the NPC quota and unless the IPC fund the athletes. Events of this nature should be staged at Regional or World Championships and not at the Paralympic Games where elite athletes are performing to the highest standards, in the most demanding and public arena for disability sport.
Rationale:
Places and events in the Paralympic Games are currently under threat and therefore,
to further diminish the opportunity to demonstrate elite disability sport
to the public and organising committees by cutting events/numbers of athletes
and replacing with exhibition/demonstration events, cannot be supported.
Motion: Restructuring of IPC Governing Body
(British Paralympic Association)
Motion No: 4
Motion: The British Paralympic Association seeks the support of the EPC for the following resolution.
The British Paralympic Association recommends that the IPC Governing Body should include representation in the form of the Chairman from the remaining three Councils (Sports, the Regions, and the IOSD's) within the number of 10 places.
Rationale:
The Athletes have representation on the IPC Governing Body but without representation
from the Sports, the Continents and the IOSD’s there will be a fundamental
weakening of structure. Inclusion would ensure the broadest skills, knowledge
and expertise to the Executive.
Motion: Role of the EPC
(British Paralympic Association)
Motion No: 5
Motion: The British Paralympic Association urges the EPC to reconsider its role in relation to the endorsement and support for regional championships and suggest instead a focus on links and resources between organisations and youth sport, such as a European Youth Championships.
Rationale:
Regional Championships will increasingly be the remit and responsibility of
the sports, and EPC could more usefully engage in the development of opportunities
for the next generation of Paralympic athletes.
Motion: Joint motion from IBSA & CPISRA to EPC General Assembly 2003
Motion No: 6
Motion: The European Paralympic Committee acknowledges and endorses the motion passed by the International Paralympic Committee at its General Assembly in Greece in 2001 recognising the right of the IOSDs (International Organisations of Sports for the Disabled) to organise their own world championships and/or games.
The EPC further recognises that clashes in competition dates between events organised by the IPC and its regions and those offered by the IOSDs hinder the development of sport for the disabled and are detrimental to the overall development of the Paralympic movement. The EPC therefore mandates its Executive Committee to liaise and reach agreement with the IOSDs, and any other stakeholders that may in the future be involved in the provision of international competitions, in order to establish a full and coherent competition calendar for all disability groups which takes into account the rights and wishes of all parties and seeks to avoid clashes between the competition calendars offered.
Motion: Motion From ISMWSF to EPC General Assembly
Motion No: 7
Motion: “That the European Paralympic Committee seeks to establish a working group in conjunction with the IOSDs to study the interface/relationships between IOSDs/Regions with a view to establishing and publishing a Memorandum of Understanding outlining the partnership rights and obligations, principles of cooperation and benefits to shared and singular constituencies”.
Rationale:
In light of the IPC Strategic Review and its findings that the International
Paralympic Committee should focus primarily on the coordination of the Paralympic
Games, it is inherent that the stakeholders and contributors to the Paralympic
movement per se, should establish mutually compatible and effective working
relationships from grass roots upwards to sustain the IPC and its operations
The Paralympic movement infrastructure being championed by the IPC espouses
the establishment of “Councils”. Taking the premise that each Council cannot
work in isolation to be of benefit to the movement, there is a need to ensure
that interface guidelines and principles of cooperative working are also established.
The above motion is therefore submitted as a first step, and to endeavour
to avoid confusion and duplication of effort, and to establish a basis to
further support interface and working relationships between other regions/IOSDs,
membership constituencies (athletes) and the emergence of sports independency.
Motion: Motion From ISMWSF to EPC General Assembly
Motion No: 8
Motion: “To seek support of IPC/EPC to advise their NPCs that they should recognise, support and/or incorporate the NDSOs and their membership of respective IOSDs”.
Rationale:
To support the concept of a paralympic movement from grass roots to elite
and the value of all stakeholders.
