Like before EPC also has for the present working period ( 2001 – 2003 ) stressed greatly the importance of weightlaying “Development Work” as one of EPC’s prioriteed tasks. This work is following up the earlier started work as one of EPC’s tasks given high priority. The work has laid the foundation of earlier started work: “Operational Plan 2001-2003” as well as the aims and tasks that are out on the agenda of IPC-IOSD’s-EPC’s national member Countries – and not at least in the regi of EPC Executive Committee.

Organisation.

Before the GA in Dublin 2001 the work was lead by a separet “Development Committee” consisting of participants from the IOSD’s and our national member countries. The committee was lead by Sverre Bergenholdt ( EPC Executive Committee Member and Development Officer).
According to a decision at the GA in Dublin the mentioned committee was abolished – and the full and entire work was transferred to the Executive.

For the period 2001-2003 Sverre Bergenholdt has continued his work as Executive Member and Development Officer has been responsible for the work. Now together with a small working group consisting of Ratko Kovacic (Croatia) and Pal Sezekeres (Hungary), both committee members of EPC. The working group has reported directly to the Executive Committee.

Mr. Carl E.Wang, Norway (earlier member of the EPC Executive ) has had the functions of being Bergenholdt’s secretary and assistant. (A special thanks to Calle for his big contribution and support!)

The main priorities.

The main aim certify that “Development through sport” is the main goal. Further it is a clear intention that the work shall contain – and give opportunities to all our sportlers / participants – and members countries – the IOSD’s.

Within the working field the stake is put on at least information – communication and mutual participation. Special task of initiaves are children – women – participants that are implesit in the notion “Severe Disability”. Related to f.inst. the different sports not at least actions like education – training of TD’s – trainers – judges – classifiers etc. are important.

Earlier actions – projects.

The activities 2001- 2003 are building to a great extent on earlier started actions – cooperation with the IPC sports and the IOSD’s. Forward to 2001 these actions were carried through :

This was the background – situation when the working period 2001-2003 var started.

Fulfilled actions – challenges 2001 – 2003.

For the year 2001 the planned work could “run further” related to the earlier decided agreement about the coordination project between IPC/EPC : this meant f.inst.that EPC could accomplish the agreement about the following plans:

From the year 2002 new directives from IPC made it necessary to write a new Long Time Plan-and EPC had to step into another “round of application” – and therefore was rather late with the activities this year.This fact together with other unhappy incidents lead to a late upstart of the activities this year. This fact together some other unhappy circumstances lead to that only the project “Development in General in East Europe-now
also the involvment of the IOSD’s could continue. Alle other actions were postponed until 2003.

For 2003 these actions either are fulfilled or planned :

Ø Leader / instructor courses in Croatia together with CPISRA in March this year are accomplished and became a great success.

All fulfilled and / or planned actions find place in cooperation – dialogue with the respective IPC sports – the IOSD’s –and IPC Headquarter.

Long Time Plan Development 2004-2007.

In 2003 EPC has at the request from IPC worked out proposal for an “own” Long Term Plan next 4 years. For this purpose is is pointed at current actions – but under the presupposition of the economy is in place – as well as other ressourses may make such a combination possible.

EPC’s Long Time Plan 2004-2007 follow as an inclosure to this report. This for information.

Conclusion.

The years 2002-2003 have ben “rather heavy” with new principles of work – changes related to procedures – communication problems between the different involved actors etc. This is a reason for the “too late”procedure.

It is my sincere hope that the period 2004 – 2007 once more can experience “full speed ahead” once more can elected as a proverb – and that we will experience the positive results of our work.
