BACKGROUND - HISTORY.
European Paralympic Committee ( EPC ) was established in Paris,France, 1992 – and is a self indipendent responsible organisation within “International Paralympic Committee (IPC) for the European Region .
Pt. EPC consists of 49 National Paralympic Committee members
( NPC’s).
From the year 2003 are also the IOSD’s complete members of EPC.
Already from the start of EPC “Development work” was placed on the order of the day. Today the work has found a working form more permanent within EPC. One of the members of the Executive Committee is specially delegated the tasks of development and called ”Development Officer”. The Development Officer are in charge of a special Ad-hoc Group called ”Development Committee” that now has the responsibility for the planning and fulfillment of the “running work”.
EPC has the superior vision for “Development through Sports”.This in close cooperation with all NPC’s, IOSD’s and the IPC Sports.
During the years 1998-2001 EPC has worked with several Development Projects – not at least in cooperation with the IPC’s sports and the inclosed members countries. The focus has especially been directed towards East Europe.
The different actions – projects are to mentioned among others :
For the year 2002 some diversified planning was performed,f.inst.in cooperation with CPISRA and Croatia NPC – IPC Athletic Committee and the follow up of the project “Development in General in East Europe”. Most of these projects do not because of special reasons find place in 2002-and are postponed until further notice – planned to be followed up during 2003.
VISION – AIM.
The vision of the “Development Work” is “Development through sport”. All actions are foreseen shall be formed in a tight and coincided cooperation with our member countries ( the national NPC’s) – IOSD’s and IPC’s sports.
The aim group are : participants (representing all injury groups), leaders (political as well as Sports responsibles) – trainers – classifiers – attendents etc. EPC focus among these groups aspcially :
These actions will also contain / include – elite sports as well as rehabilitation and sports for all.
ORGANISATION - LEADERSHIP.
EPC by the Executive Committee is responsible for the superior aim settings, the frame conditions and the “running priorities”.
The work is organised through an own Ad-Hoc-Development Committee
pt.consisting of :
Sverre Bergenholdt,Norway ( Member at large EC – Development Officer) – leader
of the group, and as boardmembers : Ratko Kovacic,Croatia and Pal Szekeres,Hungary
(Member at large EC).
ACTIONS – PROJECTS 2003
For the year 2003 the following projects are under planning:
PRIORITIES – CURRENT ACTIONS FOR THE PERIOD 2004-2007.
Here will the Program – the priorities follow the plans and priorities that already are started up.i.e.:
A new Development Conference – now with participation from all countries in Europe that have showed interest and have started up – but with continued focus on East Europe.Now will also the IOSD’s be included.
The actual sports will be offered as education plans
to one or more countries at the time. This will be tried coordinated as is
was during earlier years directed towards the upcoming European championships.This
is done in order to include the most possible countries to take part.
In this context is is also wished that EPC can make use of some means in order
to in – vite as many countries as possible.
Priority is given primarily to East European Countries to this combined educational-and
presentation set-up in order to encourage education plans for different sports.
This not at least in order to encourage the pro-motion towards new member
countries – and participants.
Focus shall be directed on the aims groups, participants with severe disabilities – women – children & youth – all injury groups to be represented.
Follow up with a new sports conference, i.e.open for dialogue – cooperation EPC- IOSD’s and the IPC sports. (Ref.the sports conference in Athen during 2003).
It is foreseen that the EPC General Assembly 2005 shall deal with / evaluateEPC’s Development Work totally. Here it may come certain changes – possibly new Priorities etc.
Practically and concretly this means that the European Paralympic Committee (EPC) will apply to IPC for Development money / support in order to realize this aim : EPC fundamends for its planning that the regions for the future long term period continued will be able to receive at least Euro 7.000 every year from IPC for this work. In addition to possible other means – extern support etc.we wish to spend the IPC-means in this way:
2004 – 2007 expected support fromIPC - “Development projectmoney”
2004 – projects with support from IPC.
Development Conference in Europe (open to all member countries withinEPC) IOSD’s – IPC sports : total amount Euro 6.000.
Continued support for the Project “Development in General in East Europe“ Euro 1.000.

For the years to come there will be a closer manifestation with Sports-IOSD’s.
COOPERATION WITH OTHER ORGANISATIONS.
It is foreseen that the EPC’s General Assembly 2005 shall deal with and evaluate
EPC’s Development work totally. At this point it may come up wishes about
changes and possibly new priorities etc. F.inst.a future children and youth
sports camp in Europe in the year 2004.
EPC will in connection with such projects of cooperation call for the right of coordinating our EPC/IPC actions related to other current actions that may be relevant.
