Re: 2005 General Assembly and Conference

Dear Friends,
As we begin this exciting new year, and following on from a historic year for the Paralympic movement, it is time now to look to the year ahead, which also promises to be an important one for EPC.
As you already know, at our meeting in November the European Paralympic Committee Executive Committee granted the hosting of the 2005 EPC General Assembly and Conference to Croatia. The GA, along with our traditional conference, will be held in June of this year, and it is my pleasure to confirm that the Conference will take place on Friday the 24th and the General Assembly on Saturday the 25th.
All General Assemblies are important gatherings, but this year's EPC assembly is particularly significant for the following two reasons:
1 The assembly will mark the end of the term of office for the present Executive, and the new committee for the coming four years must be elected.
2 For the first time, EPC will send a delegation to IPC's assembly in autumn 2005 as a full IPC member. The EPC
assembly must therefore reach agreement on the following three issues:
• Composition of the EPC delegation to the IPC GA.
• Motions from EPC to the IPC GA.
• EPC nominations to the IPC Governing Board.
As regards elections to the Executive Committee, the procedure will be identical to previous elections, although on this occasion EPC particularly encourages members to put forward female candidates for the Executive Committee in order to secure gender balance.
As regards the new rights bestowed on EPC at the IPC GA as a full member, the assembly must decide on the three matters outlined above. At our next EC meeting in March of this year the Executive will approve the procedures to be followed, and this will be distributed to the EPC membership with additional information immediately after the meeting. We welcome any input you may wish to provide in the shape of proposals and recommendations.
Although ample time remains before the General Assembly, we believe it is useful for you to know the exact date of the assembly and the procedures involved in order for you to initiate your own internal decision-making processes. I am providing you with a table outlining the major timelines and deadlines for the entire process which concludes on the 25th of June.
In addition, and in accordance with Article 10.1 of the EPC Constitution, which states that “amendments to the Constitution proposed by member organisations or the Executive Committee must be submitted to the Secretary General at least three months prior to the scheduled General Assembly and will be circulated to the member organisations not less than 6 weeks prior to the General Assembly”, you are being sent a constitutional motion form for your consideration. Please note this form is ONLY to be used to submit amendments to the EPC Constitution for consideration at the GA, and you will receive a form for ordinary motions with the second package of documents we will circulate before the end of March. Should you wish to propose any amendment to the EPC Constitution please complete the attached
constitutional motion form and return it to me by Friday the 25th of March.
Our conference this year will focus on the following two topics:
• Women in Paralympic sport.
• EPC membership services.
For the second of these we are employing a new modus operandi which will allow us to discuss the issue beyond the conference sessions themselves, dealing with the matter at hand prior to the event itself and reaching conclusions based on the opinions you express in the period before the conference, thus allowing us to make full use of the limited time we will have for discussion in Croatia.
We have therefore prepared the attached questionnaire (“What do you expect from the European Paralympic Committee?”) that aims to bring together the most significant questions in order to focus the debate. Please take the time to study the document, complete it and return it to me by Tuesday the 15th of March. We will then gather the responses and prepare a draft final report for discussion at the conference.
With five months remaining until we gather in Dubrovnik, we are currently working closely with the Croatian NPC to ensure the assembly and conference are a success. You will shortly be receiving from the organising committee the registration form with the logistical information you need to prepare your attendance.
At the end of March, after our Executive Committee meeting, we shall be sending you the second package of documents for the General Assembly and Conference. This will include a mandate form, a nomination form and a form for submission of ordinary motions to the assembly. These must be returned to the EPC Secretariat by Saturday the 7th of May.
Finally, we shall distribute the third and final set of GA documents by the 14th of May. This will include the full schedule, agendas, the minutes of the previous General Assembly, EPC’s accounts, motions, EC nominations and the procedures we shall be following.
